International Society for Fair Elections and Democracy (ISFED)
History

The International Society for Fair Elections and Democracy (ISFED) is a non-profit, non-governmental and non-partisan organization established in 1995. Organization's main priority and scope of work is election monitoring, which aims to guarantee the transparency of elections by monitoring the implementation of electoral procedures and thereby increasing society's confidence in the results of the elections.

Since its foundation, ISFED has monitored all elections and referendums in the country. Herewith organization has conducted Parallel Vote Tabulation on last six elections in Georgia.
  • 05.11.1995 - Presidential and Parliamentary elections;
  • 15.11.1998 - Plebiscite of IDPs from Abkhazia;
  • 15.11.1998 - Local Government elections
  • 31.10.1999 - Parliamentary elections;
  • 09.04.2000 - Presidential elections;
  • 02.06.2002 - Local Self-Government elections;
  • 02.11.2003 - Parliamentary elections;
  • 04.01.2004 - Presidential elections;
  • 28.03.2004 - Repeated vote of proportional Parliamentary elections;
  • 05.10.2006 - Local self-government elections
  • 05.01.2008 - Snap Presidential Elections;
  • 21.05.2008 - Parliamentary elections.
  • 03.11.2008 - Adjara Supreme Council and the Parliament of Georgia By-Elections.

Besides the election monitoring program ISFED conducted a variety of projects in the fields of civic education and local governance, such as:
  • Monitoring the citizens' access to public information in governmental bodies;
  • Monitoring the activities of consular and citizen registration services in 32 districts;
  • Monitoring the transparency and accountability of local government officials to the public;
  • Monitoring the activities of local government;
  • Examining the transparency of local budgets;
  • Monitoring the transparency of the work of tax departments;
  • Monitoring the activities of the local auto inspection, transportation and registration departments;
  • Examining the transparency of the state consular and passport registration agencies;
  • Protecting the rights of conscript;
  • Monitoring of the implementation of state health programs;
  • Investigating problems of vulnerable population;
  • Protection of landowners' rights and their education on land taxation issues.
