Project Name: Strengthening the civil society role in developing the participatory democracy in the Eastern Partnership (EaP) countries and to facilitate the process of sharing experience

Project Duration: 03.05.2011-03.07.2011

The overall goal of the project was to strengthening the civil society role in developing the participatory democracy in the Eastern Partnership (EaP) countries and to facilitate the process of sharing experience. Project activities envisioned meetings with different domestic and international non-governmental organizations, government and representatives of media.

Project Name: Promoting Dialogue and Capacity for Effective National Electoral Processes

Project Duration: October 1, 2009 - December 1, 2010 (14 months)

Donor Organization: United Nations' Development Program - UNDP

Main Goals:
  • Organizing wide public information activities for the general public, including ethnic minorities, about the overall electoral developments and procedures.
  • Keeping the public informed about the basic electoral principles, which will ensure greater respect of electoral rules and thus enhance a responsive civil behaviour.

Project Description: Within the project ISFED intends:
  • Locating the Resource Centers in the district centers (2 resource centers will be located in the regions with predominantly ethnic minorities - the Azeris and the Armenians), which will regularly organize the discussion meetings with the representatives of local public on election related topics;
  • Establishing youth groups (youth for Fair Elections) - approximately 15 - 20 youth at each resource center, which will act as the agents of change in their communities inspiring their peers and other members of the communities to participate in the elections as well as enhance their awareness with electoral topics. Also they will be participating in various project activities- Bus Tours, Public Stands, discussion meetings, leaflets/brochures distribution.
  • Organizing the Bus Tour Campaigns, that will be held in the open air and will be attended by the representatives of general public. The bus tours will be interactive and will provide the public with the information on election legislation, electoral administration, Election Day procedures, Self-Government elections, importance on participating in the elections. The Bus Tour teams will distribute the specially prepared brochures and leaflets.
  • Organizing the Public Stands in every district of Georgia, which will provide the public with comprehensive information on election legislation, electoral administration, Election Day procedures, Self-Government elections, importance on participating in the elections, voters' list by public strands' team.
  • Organizing regular TV and Radio talk shows on the regional TV and Radio Stations. The participants of the talk shows will be ISFED central and regional offices staff, the representatives of electoral administration and civic organizations, which will talk about different topic, such as: election legislation, electoral administration, Election Day procedures, Self-Government elections, importance on participating in the elections, voters' list. The general public will have an opportunity to call to the studio and receive the answers on any election related issues.
  • Organizing the media campaign on election related topics. The media campaign will consist of a developing the special film on the elections and importance of participating in the elections. The film will be aired on the cinemas and regional TV stations; b) Developing the special inserts in the regional newspapers on electoral issues.





Project Name: Peoples' Manifesto

Project Duration: October 1, 2009 - March 1, 2011 (18 Months)

Donor Organization: European Commission (EC)

Main Goals:
  • To raise capacity of citizens and local Community Service Organizations (CSOs) in monitoring and controlling of actions of local self - government bodies;
  • To ensure transparency and accountability of local self government bodies towards tackling local problems;
  • To ensure accountability of political parties/single standing candidates towards eradicating or at least alleviating the problems and challenges being faced by local communities.

Project Description: Within the project ISFED will conduct the following activities:
  • Arrange round tables with relevant focus groups and stakeholders to identify local problems and concerns and elaborate best options to tackle those problems;
  • Conduct awareness-raising and capacity building of local civil society organizations and active citizens;
  • Monitor and carry out watchdog functions on the activities of local self government bodies through: requesting public information under Freedom of Information (FOI) laws; attending public meetings of Sakrebulos (local self-government representative organ, called City Council) and monitoring its activities as well as decisions being adopted by it; informing Sakrebulos of the identified problems and proposing options for tackling problems;
  • Organize dialogue and arrange agreement between political parties/single standing candidates and local citizens with the goal that political party/single standing candidate takes responsibility to address identified challenges, if elected





Project Name: Developing of Election Informational Website

Project Duration: December 2009 - June 2010,

Donor Organization: Open Society - Georgia" foundation


Main Goals:
  • Foster awareness on 2010 local self-government elections processes for voters and representatives of international organisations;
  • Creation of bilingual (Georgian, English) web-portal, hosting election related information, namely: election administrations of all layers, constitution of respective administrations, members, locations and contact information.

Project Description:
In achieving the project goals and objectives "International Society for Fair Elections and Democracy" plans to undertake following actions;
  • ISFED central and regional offices and distinct coordinators will collect and analyze information regarding the following issues:
  • - Participating political subjects in 2010 local self-government elections.
    - Election programs of political subjects for 2010 local self-government elections.
    - Election districts and precincts for 2010 local self-government elections.
    - 2010 local self-government election observation results ( pre-election period, election day and post election period)
    - 2010 local self-government election final results.
  • Collected information will be uploaded on the web-site. The web-site will be created by experts and ISFED representatives.
  • ISFED will conduct the following actions to promote the web-site:
  • - Conducting a Press-conference for the regional and central media outlets,
    - Spreading the information via mail-lists
    - Uploading information at ISFED web-site

It has to be noted that the project is intended for long-term usage, therefore web-site upgrades will carry on after the project completion.




Project Name: Institutional Development of ISFED

Project Duration: April 1, 2009 - January 31, 2010

Donor Organization: National Endowment for Democracy (NED)

Main Goals:
  • Enhance the organization's long-term sustainability through strengthening its institutional and technical capacities;
  • Improve the election legislation by providing a technical expertise to the Election Code Working Group initiated by the Council of Europe and the OSCE.

I Phase (April 1, 2009 - July 31, 2009)
Project Description: In the frames of I phase of the project ISFED aims to successfully carry out the following activities:
  • To assess the organization's strengths and weakness through conducting two assessment workshops with the participation of ISFED's board, central and regional staff and NDI. The focus will be paid of identifying the organization's strong aspects which will prove crucial in developing the organization's self-sustainability;
  • To hold a series of consultations with the international expert from the Eastern European civic organization such as CeSID, GONG and PDA to receive in-depth information and expertise on the methods and techniques for strengthening the organization's technical and financial standing and developing the self-sustainability;
  • li>To hold 3 workshops with the participation of ISFEDs board, central and regional staff and NDI on developing the organization's new structure based on the findings from the strengths & weakness assessment workshop and consultations with the international expert. The new structure will incorporate the new directions and priorities of ISFED outlining the path towards the organization's self-sustainability;
  • Organise 5 kinds of trainings for ISFED's central and regional staff based on ISFED's new directions and priorities in order to strengthen their expertise in the priority areas;
  • Hold two ISFED board meetings;
  • ISFED lawyers will be actively involved in the Election Code Working Group that is initiated by the Council of Europe and the OSCE.

II Phase (August 1, 2009 - January 31, 2010)
Project Description: In the frames of II phase of the project ISFED aims to successfully carry out the following activities
  • In order to raise accountability of Majoritarian Deputies, elected on May 21, Parliamentary Elections, ISFED will organize 6 round table discussions in 6 regions of Georgia: Adjara, Samtskhe-Javakheti, Qvemo Qartli, Imereti, Samegrelo and Kakheti. The main goal of those round tables is to hold discussions about the work carried out by MDs and their bureaus during the one year period, after the Parliamentary Elections. The following stakeholders will be invited on the meetings: Majoritarian Deputies of Parliament of Georgia, representatives of their bureaus, civil society representatives, active members of the communities, representatives of the local self-government and Mass Media. Round table participants will have chance to evaluate the activities implemented by the MDs and their bureaus. Additionally, they can talk about the mechanisms, which are important to strengthen dialogue between the citizens and legislative bodies;
  • Organize 6 kinds of trainings for ISFED's central and regional staff based on new directions and priorities;
  • Hold three ISFED board meetings.



Project Name: Monitoring of 2010 Elections

Donor Organization: Black Sea Trust

Project Duration: May 1, 2010 - July 31, 2010

Project Budget: 24 895.38 USD

Main Goals:

  • Prevention of electoral fraud or detection of fraud when it does occur;

  • Contribution to a more freely and fairly administered Local Self-Government and by-Parliamentary Elections;

  • A much more informed citizenry who are well-aware of precise election results;

  • Recommendations for future elections based on ISFED's quantitative and qualitative monitoring.

Implemented Activities:
  • ISFED selected, trained and deployed 1 long-term observer in 25 DEC of Georgia. These DECs are: # 1 Mtatsminda, # 2 Vake, # 3 Saburtalo, # 4 Krtsanisi, # 5 Isani, # 6 Samgori, # 7 Chughureti, # 8 Didube, # 9 Nadzaladevi, # 10 Gldani, # 15 Lagodekhi, # 17 Telavi, # 20 Rustavi, # 21 Gardabani, # 32 Gori, # 35 Khashuri, # 37 Akhaltsikhe, # 44 Ambrolauri, # 54 Samtredia, # 59 Kutaisi, # 62 Chokhatauri, # 64 Senaki, # 70 Poti, # 79 Batumi and # 83 Lhelvachauri election districts;

  • During post-election period ISFED long-term observers monitored the whole working process of the district election commissions. The monitoring covered the period from May 31 till summarizing the final protocol of the DECs.

  • ISFED one observer was deployed in the Central Election Commission, who monitored the work of the CEC during whole post-election period.

  • ISFED long-term lawyers monitored the process of examining complaints and appeals. They attended the process of considering organization's appeals at courts.

  • Based on the monitoring findings, ISFED elaborated recommendations for further improvement of electoral processes in Georgia.





Project Name: 2010 Local Self-government Elections - Monitoring of Election Administration's Composition

Donor Organization: Swedish International Development Cooperation Agency

Project Duration: March-May, 2010

Project Budget: 15 000 USD

Main Goals:

  • Contribution to increased transparency of and public confidence in the electoral reform process;

  • Enhance the transparency of election administration by monitoring the selection of local election officials;

  • Final composition of electoral commissions at the precinct and district levels for the 2010 local elections and the 2012 parliamentary polls.

Implemented Activities:
  • In the initial phase of project implementation, ISFED developed suitable methodologies for the monitoring and reporting processes.

  • ISFED's district coordinators monitored the process of composition, selection, and accountability of local election administration officials in each electoral district and precinct of Georgia. Particular attention was paid on monitoring the selection process of election officials; namely, ISFED monitored whether there are any cases of re-appointment of officials responsible for precincts where results were annulled or serious complaints were lodged during the elections in 2008

  • Based on the monitoring findings, ISFED elaborated a report, which was included in organizations on-line bulleting "Election Update" and was disseminated for wide public via mailing lists, web-page, and press-conferences.

Project Name: Development of Democratic Institutions in Georgia through the Participation of Civil Society

Donor Organization:European Union Delegation in Georgia (EU) and United Nations' Development Program (UNDP)

Project Duration: April 1, 2008 - in process

Project Budget:1 283 852 USD

Implemented Activities:The Project was implemented through the cooperation of the Georgian Young Lawyers Association. The Project consisted of three phases: Informing the electorate about the Parliamentary Elections, informing the electorate about the elections of Adjara Supreme Council Elections and advocacy campaign. During 2008 the first two phases were performed. As for the advocacy campaign, this phase of the Project was partially implemented in 2008, and some of the activities were planned for the year 2009.
  1. For the Parliamentary Elections of May 21, the Organizations have performed a wide range information campaign throughout Georgia. Volunteers of the Organization performed the information of the electorate on the planned elections and recommended them to participate in the Parliamentary Elections through auto-tours. For the local population, they organized a show-plays, by which the population got introduced to the procedures of the elections ;

  2. For Adjara Supreme Council Elections of November 3, "ISFED" and the Georgian Young Lawyers Association again organized auto-tours through which the information of the electorate of the Autonomous Republic of Adjara was performed in relation to the planned elections;

  3. Third phase of the Project implied the development of Democratic Institutions in Georgia, by an active participation of the civil society. In frames of this Project, the implementing organizations conducted the advocacy trainings for the active members of the society. At the trainings special attention was paid to the investigation of ways for detecting, analysis and solving the problems existing in the community. Members of the community together with





Project Name: Citizens' Involvement in Decision-Making Process on the Local Level

Project Duration:May 1, 2009 - September 31, 2009

Project Budget:15 992 USD

Implemented Activities:In the frames of the project ISFED successfully carried out the following activities: hold a training of trainers (ToT), where project implementing group drawn out project's detailed plan. After the ToT implementing group elaborated all needed materials (manual, reporting and evaluating forms, etc.) for coordinators' trainings. Two trainings for 30 ISFED district coordinators in eastern and western Georgia (in Tbilisi and Kutaisi) were held, where coordinators were trained on the activities, they were responsible for within the project. ISFED district coordinators officially requested local budgets from municipalities and self-governing cities and delivered received budget to the central office. ISFED Central office worked out and analyzed (one by one) received budgets and then sent them back to the district coordinators. District coordinators organized Town Hall Meetings (THMs) in their municipalities, where they presented analyzed budgets to the local citizens, besides the presentations, citizens mentioned their priorities on the meeting. After conducting all above mentioned activities ISFED central offices conducted comparative analysis between the existing budgets and citizens' priorities, whether they coincided or not, and delivered analyzed information to the district coordinators. ISFED district coordinators presented processed information to the representatives of local-self government, in order to foresee people's priorities while processing the budget of following year.




Project Name: Developing Democratic Institutions through Active Civil Participation

Donor Organization:European Union (EU) and United Nations' Development Program (UNDP)

Project Duration:November 1, 2008 - September 30, 2009

Project Budget:1 148 920 Euro

Implemented Activities: The project was jointly implemented by the International Society for Fair Election and Democracy (ISFED) and the Georgian Young Lawyers' Association (GYLA). This project is the third phase of one big project implemented by these organizations. Within the project framework, the following activities were carried out:
  • In 60 communities throughout Georgia there were selected active citizens. Project implementing organizations' trainers conducted series of trainings on advocacy activities for those active citizens. Training participants gained deep theoretical and practical knowledge concerning the planning, implementing and evaluating advocacy activities, and organizing town hall meetings as well. Main attention was given to the identification and analyzing the local problems and defining the ways of solutions to these problems;
  • After the advocacy campaign ISFED and GYLA organized 60 town hall meetings (THM) throughout Georgia, where participants were active community members, representatives of local-self government, civil society and Mass Media. On the meetings the problems existing on the local level were discussed and the concrete ways of solutions were emphasized;
  • At the end of the project, ISFED and GYLA organized the final conference, where participated all project stakeholders: representatives of central and local government, active citizens and representatives of implementing organizations. The representatives of Election Administration, international organizations, civil society and Mass Media attended the conference as well. The implemented project, its results and future cooperation plans were presented on the conference.

Project Name: Monitoring of 2008 Adjara Supreme Council elections and Interim Parliamentary Elections of Georgia

Donor Organization: British Embassy

Project Duration: October 5 - December 15, 2008 2008

Project Budget: 17 100 British Pound Sterling

Implemented Activities: The Project consisted of three stages: monitoring of pre-election, Election Day and post-election processes and implemented in 6 Adjarian and 2 Tbilisi (Vake and Didube) election districts. First stage of the Project implied the monitoring of pre-election period, which was implemented by the long-term observers of ISFED. Through the pre-election monitoring, the Organization provided the society with the full information on the campaign conducted by the election administration, political parties and the activities of the local self-government bodies. Second stage of the Project, monitoring of the Election Day, was implemented by 340 observers of ISFED, 6 mobile groups, 1 observer of Adjara Supreme Council and 2 lawyers groups, in 6 regional districts of Adjara; by 60 observers, 2 mobile groups, 1 observer of the central election commission and 1 lawyer group - in 2 districts of Tbilisi. Through this monitoring, the Organization provided the society with the information on the processes of the Election Day and detected violations. Third Stage - monitoring of the post-election period was implemented by 12 observers, 1 observer of Adjara Supreme Council in 6 districts of Adjara and by 4 observers, 1 observer of the Central Election Commission at 2 election districts of Tbilisi. Though this stage, the Organization monitored post-election period, namely process of litigating appeals in district election commissions.

Implemented Activities: Like the previous project, this project aimed at monitoring of Adjara Supreme Council Election and the Interim Parliamentary Election of Georgia of November 3. The Project consisted of three stages: monitoring of pre-election, election day and post-election processes and was implemented in 6 Adjara and 2 Tbilisi (Vake and Didube) election districts. First stage of the Project implied the monitoring of pre-election period, which was implemented by ISFED long-term observers. Second stage of the Project, monitoring of the election day, was implemented by 340 ISFED observers, 6 mobile groups, 1 observer of Adjara Supreme Council and 2 lawyers groups, in 6 election districts of Adjara; by 60 observers, 2 mobile groups, 1 observer of the central election commission and 1 lawyer group - at # 2 Vake and # 8 Didube election districts of Tbilisi. Project Name: Georgia 2008 Elections: Voters' Lists Improvement

Donor Organization: Council of Europe (CoE) and Organization for Security and Cooperation in Europe (OSCE)

Project Duration: February 1 - October 5, 2008

Project Budget: 148 510 Euro

Implemented Activities: The project included three phases and was implemented in all 75 election districts of Georgia, excluding the conflict zones. The first phase of the project was voter information campaign; in the frames of this phase ISFED informed the citizens about the door-to door campaign conducted by the Election Administration. Additionally, educated them on exactly how and when they could verify their personal information in the voters' list; within the second phase of the project ISFED monitored the process of the door-to-door voters' verification campaign, conducted by the Election Administration of Georgia. The third phase of the project was the comprehensive voters' lists audit (VLA) using a representative sample throughout the country. After the implementation of this phase ISFED assessed the overall accuracy of the voters' lists in Georgia.




Project Name: Rebuilding Public Confidence in the Electoral Process

Donor Organization: Swedish International Development Cooperation Agency (SIDA)

Project Duration: May - June, 2008

Project Budget: 56 999,24 USD

Implemented Activities: The project was jointly implemented by two Georgian non-governmental organizations - Georgian Young Lawyers' Association (GYLA) and International Society for Fair Elections and Democracy (ISFED). In post - elections period, ISFED 80 accredited district observers (two per-districts) monitored the full election process at 40 election district throughout Georgia. Additionally, organization's accredited observers observed ongoing electoral procedures at the Central Election Commission after the Parliamentary Elections, held on May 21, 2008.




Project Name: Fair 2008 Elections and Informed Voters

Project Duration: March - May, 2008

Project Budget: 111 000 EUR

Implemented Activities: Parallel Vote Tabulation (PVT) and Election Day monitoring for the Parliamentary Elections of May 21, 2008; Public stand carried out by ISFED coordinators simultaneously in all 75 elections districts throughout Georgia; Two video spots in two nationwide TVs, three radio talk shows in regional radios.




Project Name: "I Vote for the First Time"

Donor Organization: Eurasia Partnership Foundation

Project Duration: February 8, 2008 - May 8, 2008

Project Budget: 19 047 USD

Implemented Activities: Trainings for ISFED trainers; 100 interactive, one-hour trainings for first-time voters; additionally trainings were conducted for those applicants, who could not pass National Exams and thus could not enter education institutions of Georgia.
