Herewith it is notable, that in the frames of village budget, only setting of this issue was available. Additionally, it was decided to ensure village centre with external illumination. |

Discussion was held concerning road related problem, which is matter of concern for Tskhaltubo street citizens for several years. Deputy Gamgebeli explained that repairing pavement on Tskhaltubo Street is especially difficult problem, because first of all it is necessary to restore underground communication and then to repair road. He also mentioned that it is planned working activities to be started from March and sum for these activities is already allocated in the budget. For the beginning of the summer, problem will be already solved. Additionally, residents talked about other issues, such as: ensuring nonstop supply of drinking water, improvement of sewerage system, problems related to the central system of natural gas, etc. Herewith, one of the citizens talked about private family problem and she was promised to receive one-time assistance - 500 GEL, for purchasing medicines. |

Several problems were solved during the meeting and concerning some of them agreement was held between the Gamgebeli and village residents. Only one problem, which Gamgebeli could not solve, was Road Rehabilitation. Road needs capital rehabilitation which is connected to huge sums and solving this problem is under the competency of City Improvement Service. Gamgebeli promised that he would mediate between village residents and above Improvement Service. Finally. meeting participants agreed on the following issues: 1. Rehabilitation of kindergarten; 2.Schedule of the bus relocation, according to the citizens' interest; 3. Delivering computers to the school in one week's term; 4. Repairing entrance door of the school; 5. Organizing the meeting to discuss several issues such as: drinking water supply; setting accounts for electricity; apportion place for church. |

Nonexistence of sewerage system in Oni made evident necessity of water system and stream canals rehabilitation. Gamgebeli of Oni Municipality presented some kind of report for citizens. He mentioned, that from March 5, 2009 Gamgeoba is planning to start working on the projects, correspondingly, those three issues will be solved in parallel regime. |

The residents of village talked about their main problem - damaged road which connects 3 villages and causes a lot of other problems, for example not having of transport. Because of non-presenting of local sled-government bodies at the meeting, the citizens wrote the letter to Gamgebeli, in which they explained their main problems and asked for the fast reaction. The letter was send to Gamgebeli by the ISFED Coordinator in Tetritskaro district. |

Drinking water in village Dviri is delivered by schedule, but it is notable, that sometimes even this schedule is abolished. Gamgebeli promised to solve water related problem to the citizens. On the meeting the issue concerning pastures and mowing places raised as well. These territories were included in reserve zone and because of that citizens requested other territories instead of them. Municipality governmental bodies promised to the citizens to solve this problem as well. Additionally, citizens asked rehabilitation of internal roads. Concerning this issue, representatives of local self-government mentioned, that sums for this in not allocated in current budget, but they noted that will foresee finances for road rehabilitation in next year's budget. |

Representatives of local self-government announced to the citizens that 9 000 GEL is allocated for village and Gamgeoba has planned to use this sum for graveling central road connecting villages. This information caused dissatisfaction through village residents, because they did not want graveling of central road with low quality, as local self-government was doing it in most cases, especially during pre-election period, but their request was rehabilitation of internal roads. Herewith, it was discovered on the meeting, that the priority for village residents was not the road rehabilitation, but providing them with building for meetings and repairing this building. At the end of the meeting, Deputy Gamgebeli gave one week to the meeting participants, for précising their request and for presenting written requirement in Gamgeoba. After this, Gamgeoba would ensure setting the problem as soon as possible. |

The meeting was attended by the representatives of NGO "coalition for independent life" and by those persons who have disabled people in their families. Those participants raised several problems related to relocation of disabled people. City Mayor listened to all problems and at the end of the meeting answered to all citizens' questions. He noted that everywhere, where side-walks will be paved, will be ensured conditions for phaeton walkers (invalids). City Mayor promised as well, that no agreement concerning new building will be signed, if there is not foreseen special condition for disabled people. On the meeting, raised the question of establishing special transport for invalids. Representatives of government mentioned, that this problem is arrange able as well, but in August, after tender announcement. Just one problem was left without solution - repairing elevator in 9 floored corp. In local budget, finances are allocated only for repairing 12 and 14 floored corpuses. |

Discussion on the meeting was held concerning damaged pipes that create water delivery problems on Bratislava St. It was decided on the meeting, that representatives of local self-government cooperation with citizens would reveal damaged districts, and afterwards would strengthen the pipes again. It is notable, that not solved problem was resulted from low quality of newly montaged pipes. One of the meeting's participants raised the question on nonexistence of sewerage system in the corpus. Citizen requested montaging sewerage system, at least in the corpus yard. At first, solving the problem seemed inconceivable for Infrastructure Service, but later they promised to draw out the project. Citizens took responsibility of conducting working activities themselves. |

As citizens mentioned on the meeting, Culture Palace is the most important and inevitable for future generation of the village, for the improvement of the level of their knowledge. Despite the fact, that there are no finances foreseen in 2009 budget, for repairing culture palace, Gamgebeli of Municipality still expressed readiness to solve the mentioned problem. Gamgebeli inquired what kind of repairs and what kind of inventory the club needed and then promised to the citizens that he would send specialist for further investigation. An estimate will be drawn up and if the repairing would not be connected to the colossal sums, Gamgebeli will ensure finances for cosmetic repairs and necessary inventory. |

On the meeting citizens talked about the threats that dark roads and unsettled pavements cause for walkers. Citizens directed attention on those streets, which are located on Khoni-Martvili, Khoni-Samtredia and Khoni-Kutaisi lines. Gamgebeli talked about the finances that are allocated for these activities. He noted that rehabilitation of roads will start from central streets and then the road going to Samtredia will be lighted. In total, pavement will be restored on 3 km2 section of the road. At the end of the meeting, citizens were interested in cleaning of stream canals, but they could not receive any concrete promises regarding this issue. |

Citizens were mostly interested in tariffs and terms of gasification. As the Deputy of Adjara A/R Financial and Economic Minister explained, gasification will be carried out by the company "Sokari", which won the tender and agreement with this company was signed on December 26, 2008. According to the agreement, company will finish gasification of the city in one and a half year. Payment for bringing the natural gas in the gardens of private houses consists of 320 GEL, and leading the gas in the flats - 220 GEL. According to the Deputy Minister, negotiations are being held with "Sokari" concerning leading the gas from gardens to the houses, which should be made by one and the same company. The payment for leading the gas will be included in general tariff. Citizens were especially interested in dates of gasification. Finally it was decided, that after the negotiations with company "Sokari", which should be ended in 10 days, Ministry will send time-schedule of gasification to ISFED. Correspondingly, ISFED with support of several administrations will deliver this schedule to the comradeships. |

As it was found out on the meeting, sewerage system issue is problematic not only for bus station territory, but it is problem for whole borough Shuakhevi. According to the statement of Deputy Chairman of Sakrebulo and Deputy Gamgebeli, they were interested in solving mentioned problem before the meeting as well, but now they will be more active. The Head of LTD "IF Shuakhevi Tskhalkanali" mentioned on the meeting that regulation of sewerage system on bus station territory is not connected to the finances. First of all, to solve this problem, the permission of road department is necessary. This permission implies to stop for some period (2-3 hours) relocation on Batumi-Akhaltsikhe mainline on centre Shuakhevi section, during cutting and montaging sewerage system pipes. For several years, the citizens of village Kapandiki are suffering from drinking water problems. On the meeting Gamgebeli of Khelvachauri Municipality expressed his interest, how it was possible to solve the mentioned problem, specifically he was interested if the debit of spring existing on the territory gives the opportunity for ensuring village with drinking water. Gamgebeli announced that more than 2 million GEL is allocated for water supply problem in Khelvachauri by Georgia's Municipal Development Fund, and biggest part of this sum is charged exactly for borough Khelvachauri. As the village Kapandiki is located on the territory of borough Khelvachauri, this project concerns the village Kapandiki too and the perspectives of solving water problems is realistic for close future. Presumably, working activities will start from April. Herewith, till April Gamgebeli requested from relevant departments to study in detail the problem and work out effective ways of problem solving. |
