By 17:00, the PVT shows that 38.2 % of voters have participated (with a margin of error of +/-1.1%). It is a lower percentage than last year’s Parliamentary Elections when turnout by 17:00 was 52.1%.

By 12:00, the PVT shows that 16.8 percent of voters have participated (with a margin of error of +/-0.6%). Turnout in this election is less than the amount (25.5%) that participated by 12:00 in the 2012 Parliamentary Elections

Based on the information provided by ISFED’s PVT observers, the opening process has improved as compared to the 2012 Parliamentary Elections. In 100% of polling stations, observers were allowed to monitor. This is an improvement from 2012 when the number of observers allowed to monitor was 98%.

The Parliamentary Elections in 2012 resulted in the first transfer of power through elections in Georgia. This marked a significant progress in development of the country. Overall, the pre-election environment in 2013 merits a positive evaluation as it has been considerably calmer and there have been fewer violations compared with the pre-election environment in 2012.

ISFED found that various political parties and candidates held 377 public meetings from October 7 through October 24, 2013. Notably, the number of meetings was significantly increased as the Elections Day approached and in this respect the pre-election campaign became particularly active.

The International Society for Fair Elections and Democracy (ISFED) continues monitoring pre-election campaign of October 27, 2013 presidential elections and presents sixth and final interim report of the monitoring. The report covers violations of election laws during the period from October 7 through October 24, 2013, as well as information about pre-election campaign events and promises.

Today, on October 22, the International Society for Fair Elections and Democracy (ISFED) conducted a simulation of the Election Day monitoring methodology - Parallel Vote Tabulation (PVT). During one hour of the simulation 99.7 percent of observers successfully submitted their reports. PVT is an advanced monitoring methodology for evaluating the quality of the Election Day process. ISFED has successfully conducted seven PVTs, including the historic PVT during 2003 elections.

On October 20, 2013, observer of the International Society for Fair Elections and Democracy monitored the course of voting by Georgian armed forces participating ISAF (International Security Assistance Forces) at the elections precinct N1 in Afghanistan. 
ISFED’s monitor reported that the elections were conducted peacefully, without any procedural violations.
