We believe that inadequate response of the Prime Minister and the Interior Ministry to alleged acts of pressure in the regions will interfere with the key principle for fair elections, the principle of healthy competition, and has an adverse impact on the pre-election environment.

It was reported in recent days that candidates of various opposition parties, who had declared about their participation in elections through party list or majoritarian seats, have been withdrawing their candidacies as a result of pressure. Various opposition parties talk about such facts and provide NGOs with relevant information. Victims mostly do not specify as to who was pressuring them.

ISFED requested information about members of Sakrebulo from 64 Municipality Sakrebulos of Georgia. The information received was last updated in February 2014.
There are total of 1550 members in Sakrebulos  of 59 municipalities and 5 self-governing cities of Georgia, majority of which are men – 88,9% (1378) while women make up 11,2% (171) of Sakrebulo members.

During the reporting period the International Society for Fair Elections and Democracy (ISFED) monitored pre-election campaign throughout all municipalities of Georgia. 

ISFED’s coordinators attended total of 134 public meetings from April 20 to May 11, 2014, including including 45 meetings held by the coalition Georgian Dream, 24 by the Unite National Movement, 21 by Nino Burjanadze - Unified Opposition, 6 by the Labor Party of Georgia, 2 by the Future Georgia, 23 by the Georgian Way, 32 by the Alliance of Georgian Patriots, 2 by the People's Party and 8 by the Non-parliamentary opposition (Kakha Kukava, Pikria Chikhradze).

On May 15, the International Society for Fair Elections and Democracy published second interim report of monitoring local self-government elections. The repot covers the period from April 20 through May 11. ISFED is monitoring the elections in all election districts of Georgia by means of 73 long-term observers who were previously trained and prepared for the monitoring.

Yesterday, on May 10, after a prior announcement, Rustavi 2 talk-show “Different Accents” broadcasted secretly recorded phone conversations between government leaders, opposition politicians and businessmen. The dissemination of the recordings was preceded by the special statement of the General Prosecutor’s Office, which announced that disclosure of private communication, including by media, constituted a criminal act. Similar statement was made by one of the leaders of the ruling party and the Head of the Human Rights and Civil Integration Parliamentary Committee – Eka Beselia. Beselia specified, that by keeping illegally obtained recordings, Rustavi 2 was violating the Criminal Code of Georgia.
