Violations/trends observed outside the polling stations

VOTING PROCESS BY 10:00 AM 

 

Restricting the right of election observers (3)

  • At the polling station #41 of the electoral district #6 (Samgori), ISFED observer was not allowed to enter the polling station. The observer was explained that she would be allowed after casting of lots;
  • At the polling station #31 of the electoral district #6 (Samgori) the door was closed and the observer was not allowed to enter the polling station;
  • At the polling station #31 of the electoral district #5 (Isani), ISFED observer was not allowed to enter the polling station until the end of the procedure of casting lots. At the same polling station, a commission member did not allow ISFED observer to make an entry in the record book.

 

Procedural violation of casting lots (3)

  • At the polling station #10 of the electoral district #24 (Dmanisi), the process of casting of lots for registrars was violated. In particular, folded papers, where commission members’ functions were indicated, were not sealed. Violations were not addressed despite the observer’s notice;
  • At the polling station #5 of the electoral district #80 (Keda), queue manager refused to fulfill the assigned function. According to the procedure, the chairperson assigned the same function to another member of the commission;
  • At the polling station #68 of the polling station #3 (Saburtalo), lots were not cast to identify four registrars, although there were six commission members appointed by the DEC besides the chairperson, deputy chairperson and the secretary. Pursuant to the chairperson’s instructions, two members of the commission refused to participate in the process and the chairperson assigned the functions without casting of lots. Chairperson did not take action to address the issue despite the observer’s verbal notice.

 

Errors related to the election documentation (2)

  • At the polling station #3 and #5 of the electoral district #4 (Krtsanisi), the registrar was handed over the package of ballots, amounting 53 instead of 50;
  • At the polling station #80 of the electoral district #3 (Saburtalo), 1326 voters are included in the voters list. However, only four registrars were present, instead of five. 

 

Inadequate handling of election documentation (1)

  • At the polling station #63 of the electoral district #3 (Saburtalo), the registrar handed an observer two signed and stamped ballots of the same ballot type. The voter did not return one of the ballots.

 

Violations related to the ballot box control sheet (2)

  • At the polling station #36 of the electoral district #3 (Saburtalo), the rule of completing the control sheets was violated. Namely, the control sheet was filled out later, after 10 voters had cast their votes;
  • At the polling station #43 of the district election commission #54 (Samtredia), the control sheet was filled out before the first voter had arrived and all three control sheets were placed in the main ballot box.

 

Errors related to the voters list (1)

  • At the polling station #38 of the electoral district #67 (Zugdidi), the unified voters list did not contain information on the voters in the mobile ballot box list.

 

Recording of voters near polling stations (1)

  • At the polling station #66 of the electoral district #25 (Khobi), unidentified individuals, located within the 25-30 meter area from the polling station, are marking the voters who had cast their ballots.

 

Errors in the electronic voting pilot (1)

  • At the polling station #32 of the electoral district #4 (Krtanisi), a technical error occurred pertaining to the ballot processing device. A group of technicians was called and the machine was removed.

 

 

VOTING PROCESS BY 15:00 PM

 

Restriction of the right of observer (3)

  • At the polling station #90 of the electoral district #67 (Zugdidi), ballot casting procedure was running without major violations. However, there were instances of verbal abuse, confrontation and pressure against the ISFED observer, Elene Narmania, and later against ISFED observers of the mobile group, David Logua and Data Akubardia. The ones were physically assaulted too. Observer Elene Narmania was illegally expelled from the polling station and restricted her observation right. Prior to the incident, her observation right has been constantly restricted throughout the day. The election commission was not acting autonomously, but upon the instruction of Giorgi Jikia, chairperson of the organization “Societal Unity - Georgia First”. He was instructing the commission chairperson to expel certain people from the polling station. ISFED observers also noticed the ballot casting without inking, and repeated ballot casting instances. Observer of the Young Georgian Lawyers Association (GYLA) was also expelled from the same polling station;
  • At the polling station #38 of the electoral district #20 (Rustavi), ISFED observer wasn’t allowed to make a note in the record book upon the commission secretary’s obstruction;
  • At the polling station#21 of the electoral district #3 (Mtatsminda), commission chairperson asked ISFED observer to participate in casting lots for the selection of mobile ballot box commission members.

 

Violation of the secrecy of vote (7)

  • At the polling station #30 of the electoral district #1 (Mtatsminda), voting booths are located close to commission members, which violates the secrecy of votes;
  • At the polling station #118 of the electoral district #58 (Kutaisi), ballot with voter’s choice indicated on it, was dropped in the ballot box without the envelope, resulting in the violation of the secrecy of vote;
  • At the polling station #14 of the electoral district #62 (Chokhatauri), number of cases of the violation of the secrecy of vote were reported. Voters leave the voting booths with ballot papers exposing the choice made, which violates the secrecy of votes. Commission chairpersons didn't address the issue despite observers’ notice;
  • At the polling station #71 of the electoral district #32 (Gori), a voter was accompanied by the outsider, while the voter was not in need of a help;
  • At the polling station #13 of the electoral district 52 (Baghdati), a voter showed the ballot paper to the commission member supervising the ballot box, prior to dropping it in the ballot box. The commission member saw the choice made by the voter and handshaked;
  • At the polling station #14 of the electoral district #22 (Marneuli), commission member supervising the ballot box and the envelopes, was checking the voters’ choice. Three such cases were reported. The chairperson of the commission did not address the identified issues;
  • At the polling station #27 of the electoral district #37 (Akhaltsikhe), two voters showed their ballot paper with their choices exposed to the election observer representing the organization “Youth Initiative - For Democracy”.

 

Violations related to the voters list (8)

  • At the polling station #75 of the electoral district #6 (Samgori), a voter discovered to be transferred to the special list, though they have not requested so. The voter managed to cast the vote;
  • At the polling station #29 of the electoral district #5 (Isani), at 11:42, count of the distributed ballot papers showed that the registrar had released one more ballot paper; Upcon the commission chairperson’s instruction, registrar submitted the explanatory note;
  • At the polling station #17 of the electoral district #70 (Photi), information about the voters in the list mobile ballot box list, was not indicated in the registrar’s list;
  • At the polling station #8 of the electoral district #79 (Batumi), information on the voters in the special and mobile ballot box lists, were not properly indicated in the ful, public version of the list. At the polling station #52 of the same electoral district, information was not properly indicated neither in the table version nor in the full public version of the voters list;
  • At the polling station #8 of the electoral district #52 (Baghdati), registrar hand over the ballot to the voter without the one’s signature on the registration paper;
  • At the polling station #33 of the electoral district #82 (Kobuleti), the number of ballot papers released at the polling station exceeds the number of signatures in the table version of the voters list. According to the registrar’s explanation, the discrepancy can be explained by a voter’s missed signature;
  • At the polling stations #77, #79 and #82 of the electoral district #59 (Kutaisi), voters at the polling station discovered that their data was transferred to the special lists without any precondition. Due to this circumstances, they were not able to cast they could not choose majoritarian candidate;
  • At the polling station #46 of the electoral district #3 (Saburtalo), two versions of the voters list were discovered, which contradicts the election code.

 

Agitation (4)

  • At the polling station #4 of the electoral district #14 (Dedophlistskaro), queue manager clearly instructed voters to choose number 5;
  • At the polling station #14 of the electoral district #62 (Chokhatauri), ballot box supervisor commission member frequently neglected to fulfill her role and frequently left the polling station to meet the voters in the outside perimeter;
  • At the polling station #10 of the electoral district #63 (Abasha), representative of the Mayor’s office, with the observer’s badge, met and talked to the voters at the polling stations;
  • At the polling station #1 of the electoral district #36 (Borjomi), agitation materials of the Georgian Dream party were demonstrated on the exterior of the polling stations. Namely, the banner of the mayor’s candidate. Agitation material is placed within the 25 meters perimeter, violating the relevant regulation.

 

Noting the voters at the polling stations (3)

  • At the polling station #44 of the electoral district #20 (Rustavi), representative of the Georgian Dream party is tracking the voters, noting them and transferring the information to the unknown contact persons through phone conversation, neglecting the notice by the commission chairperson;
  • At the polling #38 of the electoral district #20 (Rustavi), a man standing at the polling station’s entrance is talking on the phone transferring the information about the voters who turned about at the polling stations to cast their vote;
  • At the polling station #10 of the electoral district #24 (Dmanisi), a commission member representing the Georgian Dream, were tracking the voters (e.g. noting the voters in the list).

 

Errors in setting up the polling stations (3)

  • At the polling station #68 of the electoral district # 67 (Zugdidi), polling station is located in the two-floor building, where the ballot casting space is located on the second floor. Pursuant to the chairperson’s instruction, the queue manager on the second floor doesn’t check whether the ink is applied on the first floor. Thus, proper observation of the inking procedure and casting the ballot procedure is not possible;
  • At the polling station #56 of the electoral district #67 (Zugdidi), polling station was quite crowded and the registrar was serving more than two voters at the same time;
  • At the polling station #1 of the electoral district #10, where up to 1600 voters are registered, video camera dedicated for the vote count procedure was not in place;

 

Errors related to the voting documentation (3)

  • At the polling station #22 of the electoral district #3 (Saburtalo), registrar handed over two identical ballot paper to the voter;
  • At the polling station #29 of the electoral district #66 (khobi), registrar cut the ballot paper in a way that the polling station and district commission information were not visible. Observers reported ten such cases;
  • At the polling station #8 of the electoral district #8 (Didube), registrar cut the ballot paper in a way that the polling station and district commission information were not visible.

 

Violation of the inking procedure (2)

  • At the polling station #36 of the electoral district #5 (Isani), at 08:00, the registrar applied the inking before checking the voter’s information in the table version of the voters list. It appeared that the voter was registered at another polling station and the person’s right to vote was restricted;
  • At the polling station #73 of the electoral district #10 (Gldani), the registrar applied the inking before checking the voter’s information in the table version of the voters list. It appeared that the voter was registered at another polling station and the person’s right to vote was restricted;

 

Problems related to ballots stacks (2)

  • At the polling station #41 of the electoral district #8 (Didube), the polling station received ballots from Mtatsminda electoral district. The PEC used 36 of such ballots;
  • At the polling station #65 of the electoral district #2 (Didube), the ballot stacks had problems. Namely, one had a missing ballot and another one had two surplus ballots.

 

Chaos at the polling station (2)

  • At the polling station #4 of the electoral district #24 (Dmanisi), there is a chaos at the polling station. The queue manager is not controlling the flow of voters, which causes disorder. The problem was not addressed despite the observer’s verbal notice;
  • At the polling station #59 of the electoral district #22 (Marneuli), there was high concentration of people and confusion inside the polling station. The status of people inside the polling station could not be verified, the secrecy of vote was endangered and the conduct of elections in a healthy and calm environment was at risk. There was a gathering of a large number of people outside the polling station. After the police were called, the situation settled.

 

 

VOTING PROCESS BY 19:00 PM

 Tracking voters at the polling stations (3)

  • At the polling station #96 of the electoral district #79 (Batumi), observation organization “the Support League of America” was making the notes of personal information of the voters who turned out to vote and transferred the information through the phone conversation;
  • At the polling station #44 of the electoral district #9 (Nadzeladevi), he number of ballot papers released exceeded the number of signatures found in the voters list;
  • At the polling station #60 of the electoral district #20 (Rustavi), representative of Georgian Dream, takes the notes of the personal information of voters and transfers them to the unknown persons through the telephone conversation.

 

Voting without personal identification card/grounds for results annulment (2)

  • At the polling station #48 of the electoral district #22 (Marneuli), majority of voters cast their vote without a personal identification document. Voters were casting their vote based on the assigned line number. Despite multiple notices, the election commission didn’t address the issue. Thus, ISFED requested to the relevant DEC to annul the polling results;
  • At the polling station #14 of the electoral district #22 (Marneuli), multiple cases of casting the vote without a personal identification document were reported. Inking procedure is neither properly done nor checked. Throughout the day, ISFED observers’ rights were restricted multiple times too. Secrecy of the vote has been multiple times violated by the commission member supervising ballot box and envelope supervisor. Thus, ISFED addressed the relevant DEC requesting the annulment of the polling results.

 

Violation of the secrecy of vote (1)

  • At the polling station #19 of the electoral district #63 (Abasha), around 15 voters showed their choice to the representatives of Georgian Dream and other members of the commission. Despite the chairperson’s notice, the issue hasn’t been solved.

 

Restricting the rights of observers (1)

  • At the polling station #15 of the electoral district #16 (Kvareli), ISFED observers are treated improperly, are insulted and deprived of the opportunity to fulfill their duty.

 

Obstruction of the work of commission members by observers (1)

  • At the polling station #12 of the electoral district #1 (Mtatsminda), observer of the NGO “Alternativa NGO” engages in the close communication with the voters, makes noise, chaos, and thus disturbes the situation at the polling station. Despite being asked to address the situation, the commission chairperson did not react;

 

Error related to the list of voters (4)

  • At the polling station #29 of the electoral district #5 (Isani), double checking the ballot papers and signatures revealed that one of the registrars had released more ballots than the number of signatures found on the list. Registrar explained that a voter’s signature had been missing;
  • At the polling stations #51 of the electoral district #60 (Ozurgeti), one of the registrars released ballot paper without securing the voter’s relevant signature on the list;
  • At the polling station #68 of the electoral district #10, when counting the number of signatures in the voters list and the number of issued ballots, it turned out that the the number of ballots issued for proportional ballot exceeded the number of signatures, and the number of majoritarian ballots was one ballot less than the signatures;
  • At the polling station #10 of the electoral district # 68, the registrar issued a ballot without voter’s signature. Later, when the voter was gone, the registrar inserted the signature in the table version of the voters list. When the violation was identified, the voter was asked to come at the polling station and the signature was made in the table list of voters.

 

Violation of the inking procedure (2)

  • At the polling station #49 of the electoral district #2 (Vake), a voter was allowed to cast a vote without going through the marking procedure;
  • At the polling station #74 of the electoral district #2 (Vake), the registrar applied inking, but it appeared that the voter was registered at another polling station and the person’s right to vote was restricted;


Problems related to electoral documentation (1)

  • At the polling station #46 of the electoral district #2 (Vake), there were 52 ballots in the ballot stack, instead of 50. The registrar issued an explanation on the matter.

 

 

Problems related to mobile boxes (3)

  • At the polling station #10 of the electoral district #10 (Gldani), after the mobile box voting was over, it appeared that five ballots were not stamped by the registrar;
  • At the polling station #64 of the electoral district #79 (Batumi), there was a mistake in the identification number of a voter in the mobile box. The voter was allowed to cast a vote. The chairperson issued an explanatory note that the voter submitted wrong identification number during registration over phone;
  • At the polling station #14 of the electoral district #62 (Chokhatauri), a voter who was not registered in the mobile box list cast vote through mobile voting. Because of that, a person registered in the mobile box list was deprived of the right to vote through mobile voting. As a result, the mobile box was first returned to the polling station and then taken out of the polling station again, so that the other person registered in the mobile box list could vote.

 

 

Violations detected after 20:00

 

Mismatches in the summary protocols

  • At the polling station #14 of the electoral district 81 (Kobuleti), vote count and tabulation process revealed that the registrar commission member did not take the voter's signature. Thus, the ballot papers distributed by the registrar exceeded the number of voters’ signatures in the list by one. Subsequently, the registrar submitted the written explanation.
  • At the polling station #9 of the electoral district 81 (Kobuleti), the number of majoritarian candidates’ ballot papers distributed by the registrar exceeded the number of signatures in the list. 9 members of the precinct election commission were registered in the precinct’s special list and were not the voters of the precinct’s majoritarian election district;
  • At the polling station #28 of the electoral district #68 (Tsalenjikha), during the vote counting process it was revealed that there were two mayoral ballot papers in the same envelope. One of them was signed and stamped by one registrator , while another envelope was signed and stamped by another registrar;
  • At the polling station #14 of the electoral district #22 (Marneuli), despite the vote tabulators being chosen by casting of lots, other members of the commission and observers from observing organizations were participating in the counting of ballot papers. In addition, when surplus ballots were found in envelopes, they were mixed with others and considered valid. Moreover, ballots put in the box without envelopes were also con

 

Violation of video recording rule

  • At the polling station #31 of the electoral district #6 (Samgori), a video recording was in progress during the vote counting but was interrupted at some point. It turned out that the video was turned off for an hour during the counting process but was turned back on after ISFED representative’s remark;
  • At the polling station #49 of the electoral district #2 (Vake), members of the commission did not show the ballots against the camera while counting. Despite remarks, the PEC chairperson did not address the problem. In addition, there were people other than the vote tabulators involved in the counting;
  • In addition, not just the counters but also others were involved in the counting process;
  • At the polling station #4 of the electoral district #24 (Dmanisi), the video was turned off when the box was being opened and was turned on after the boxes were already open. In addition, the registrar’s stamps and the table lists of voters weren’t sealed before the commission members opened the boxes;
  • At the polling station #8 of the electoral district # (Didube), the first person counting the votes was not showing the front side of the ballots to the camera and was not saying who the vote was cast for. Moreover, the video recording process was turned off for a while and turned back on later. The observer informed the PEC chairperson about the violations but no action was taken.

 

 

Failure to hand out copies of summary protocols/restricting the observer’s rights

  • At the polling station #65 of the electoral district #9 (Nadzaladevi) the chairperson of the precinct commission did not allow a commission member to take a picture of the written explanation. Despite the observer’s remark, the chairperson of the commission did not address the problem;
  • At the polling station #47 of the electoral district #81 (Kobuleti) a chairperson of the precinct election commission did not stamp or sign the copy of the summary protocols for an ISFED observer;
  • At the polling station #33 of the electoral district #13 (Sighnaghi), during the counting process, the commission did not allow an observer to take a picture of the ballot put in the box without an envelope. In addition, the commission members and its chairperson were aggressive towards the observer;
  • At the polling station #3 in the electoral district #82 (Shuakhevi), ISFED observer was given copies of the summary protocols without stamps or signatures and the observer was not able to write a complaint.

 

 

Annulment of the ballots

  • At the polling station #19 of the electoral district #20 (Rustavi), during the counting process, 28 bulletins with no signature of the registrar were found. In most cases, the votes were in favor of the opposition;


Violations in sealing of electoral documentation

  • At the polling station #54 at the electoral district #20 (Rustavi) the ballot boxes were opened and the counting process started before sealing the table lists, stamps and other materials;
  • At the polling station #5 of the electoral district #84 Khulo district, during the counting process, the commission put the votes of a mayoral candidate in a separate envelope and sealed it, putting the amount of votes on the envelope. Later, the commission raised doubts about the number and opened the sealed envelope;
  • At the polling station #37 of the electoral district #5 (Isani), after the electoral materials were sealed and the votes were counted, ISFED observer found a stack of unsealed and unused ballots under one of the tables;
  • At the polling station #23 of the electoral district #24 Dmanisi, the materials sent from the precinct to the district did not have signatures of the registrars and PEC stamps. Minutes after ISFED’s complaint was registered, the commission brought sealed stamps to the district.

 

 

Other

  • At the polling station #33 of the electoral district #13 (Sighnaghi), three ballots without an envelope were considered valid by the commission.

 

  

Violations/trends observed outside the polling stations

 

Display of campaign materials within 25 meters from the polling station (4)

  • At the polling station #103 of the electoral district #32 (Gori), there were campaign materials of Georgian Dream’s mayoral candidate, Vladimer Khinchegashvili displayed near the polling station;
  • At the polling station #46 of the electoral district #23 (Bolnisi), there is a poster of the Georgian Dream’s mayoral candidate;
  • At the polling station #49 of the electoral district #91 (Samgori), there are posters of the Georgian Dream and the United National Movement;
  • At the polling station #16 of the electoral district #22 (Marneuli), there are posters of the Georgian Dream candidate.

 

Mobilization of coordinators (3)

  • At the polling station #60 of the electoral district #20 (Rustavi), there are coordinators of the For Georgia party close to the polling station;
  • At the polling station #17 of the electoral district #9 (Nadzaladevi), there is an unauthorized group of individuals (most likely, party coordinators), who are calling voters and trying to mobilize them;
  • At the polling station #30 of the electoral district #83 (Khelvachauri), there is a person who is greeting observers, trying to start a conversation and calling on them to vote. This person is calling other people on the cell phone and reporting on the voter turnout at the polling station.
  • At the polling station #56 of the electoral district #20 (Rustavi), there was a gathering of people (purportedly, party representatives). One of them was communicating with the Georgian Dream proxy and was taking notes on who had come to cast their votes;
  • At the polling station #49 of the electoral district #6 (Samgori), Georgian Dream coordinator was talking to voters after they had cast their votes.
  • At the polling station #28 of electoral district #55 (Khoni) the coordinators of "Georgian Dream" and "United National Movement" were present,
  • Near polling station #4 of electoral districts #41 (Ninotsminda) and polling station  #33 of electoral districts #47 (Mestia), the coordinators were observed. Their connection to any political party is unknown.

 

Suspicious activities

  • At the polling station #16 of the electoral district #22 (Marneuli), majority of voters who had cast their votes were entering the building across the polling station premises, which reportedly houses the offices of the mayoral representative to village Akhkerpi. People entering the building stayed there for around 30 minutes. A commission secretary visited the places as well.

 

Campaigning

  • At the polling station #29 of the electoral district #30 (Kaspi), two persons standing beyond the 100 meter range were calling on the voters to vote for the Georgian Dream.
  • At the polling station #60 of the electoral district #20 (Rustavi), there were representative of the Georgian Dream, UNM and For Georgia parties outside the 100 meter range. They were handing out campaign materials to the voters who had come to cast their votes;
  • At the polling station #30 of the electoral district #16 (Kvareli), people standing outside the polling station premises were calling voters on the phone and asking them to vote. One of them urged voters to vote for the Georgian Dream.

 

Verbal abuse and confrontation

  • Near polling station #1 of electoral district in Gori a person authorized to be at the polling station verbally insulted an ISFED observer. Later it was established that he is a person affiliated with "Georgian Dream".

 

Possible vote buying

  • At the polling station #5 of the electoral district #67 (Zugdidi), ISFED observer noted a case, when an unidentified individual handed over money to an observer. Later, the two entered the polling station together;
  • At the polling station #30 of the electoral district #83 (Khelvachauri), there was a reported case of vote buying. According to ISFED observer, a voter was handed a voucher;
  • At the polling station #64 of the electoral district #81 (Kobuleti), there was a representative of an organization “Green World”, who was distributing vouchers to voters;
  • At the polling station #75 of the electoral district #2 (Vake), outside the 100 meter range, there are coordinators, who are handing over money to voters.
  • At the polling station #48 of the electoral district #7 (Chugureti), the representative of "Georgian Dream" handed over money to one of the voters outside the polling station at of electoral district.

Tracking of voters

  • At the polling station #30 of the electoral district #83 (Khelvachauri), there is an observer of the “League of Young Patriots”, who is checking the IDs of voters and asking them their names and last names;
  • At the polling station #86 of the electoral district #67 (Zugdidi), there are representatives of organizations Green World and Public Union, who are noting the voters who had come to cast their votes;
  • At the polling station #102 of the electoral district #10 (Gldani), coordinators of the following parties – Georgian Dream, UNM and For Georgia – were taking note of the observers who had cast their votes;
  • At the polling station #68 of the electoral district #20 (Rustavi), there is a gathering of seven persons, who are noting the voters who had come to cast their votes;
  • At the polling station #62 of the electoral district #6 (Samgori), there is a gathering of five persons, who are calling other persons on cell phone and checking whether they had come or not;
  • At the polling station #60 of the electoral district #20 (Rustavi), there are representatives of the Georgian Dream coordinators and are noting the voters who had come to cast their votes;
  • At the polling station #2 of the electoral district #52 (Bagdati), there are two persons, who are likely noting the voters who had come to cast their votes.
  • At the polling station #3 of the electoral district #79 (Batumi), an unidentified individual who had a list, was asking voters whether they cast their votes of not;
  • At the polling station #19 of the electoral district #6 (Samgori), at the polling station #49 of the electoral district #58 (Tskaltubo), at the polling station #35 of the electoral district #9 (Nadzaladevi), at the polling station #5 of the electoral district #17 (Telavi), there was a group of people taking note of the observers who had come to cast their votes. In most cases, they had voters lists at hand;
  • At the polling station #35 of the electoral district #9 (Nadzaladevi), there was a case of a person standing at the entrance taking note of the observers who had cast their votes;
  • At the polling station #5 of the electoral district #17 (Telavi), persons gathered at the polling station had lists with voters’ names. They were in active communication with voters;
  • At the polling station #15 of the electoral district #39 (Aspindza), an unidentified individual was taking note of the observers who had cast their votes.
  • At the polling station #2 in the electoral district #52 (Baghdati) "Georgian Dream" coordinators were seen who registered the voters who came to the polling station;
  • Near the polling station #21 of the electoral district #13 (Sighnaghi), unidentified persons were observed conducting voter registration.

 

Voter mobilization

  • At the polling station #24 of the electoral district #51 (Zestaponi), at the polling station #24 of the electoral district #33 (Kareli), at the polling station #49 of the electoral district #58 (Tskaltubo), at the polling station #58 of the electoral district #56 (Chiatura), at the polling station #1 of the electoral district #32 (Gori), at the polling station #65 of the electoral district #21 (Gardabani), and at the polling station #12 of the electoral district #59 (Kutaisi) there were multiple cases of transportation of voters to polling stations;
  • At the polling station #49 of the electoral district #6 (Samgori), there was a group of people who managed to bring in up to 10 voters to the polling station;
  • At the polling station #75 of the electoral district #2 (Vake), there was a person who was mobilizing voters and accompanying them to the polling station;
  • At the polling station #2 of the electoral district #52 (Bagdati), voters were transported to the polling stations twice with the same car.

 

Gatherings within the 100 meter range

  • At the polling station #2 of the electoral district #52 (Bagdati), there were Georgian Dream coordinators in a car;
  • At the polling station #2 of the electoral district #52 (Bagdati), there were two persons, who were allegedly marking voters;
  • At the polling station #75 of the electoral district #2 (Vake), there was a car parked within the 100 meter range. The persons sitting in the car were communicating with voters. Apart from that, there is a group of people standing in the nearby courtyard;
    At the polling station #30 of the electoral district #83 (Khelvachauri), there is a group of people standing close to the polling station;
  • At the polling station #49 of the electoral district #6 (Samgori), starting from 10:00, there is a gathering of representatives of the criminal underworld;
  • At the polling station #30 of the electoral district #83 (Khelvachauri), there is a gathering of around 4-5 persons, who are trying to start conversations with voters.

 

Control of voters will outside the 100 meter range

  • Near PS22 of Marneuli DEC 38, PS68 of Rustavi DEC 20, PS18 of Ozurgeti DEC 60, PS 30 of Kvareli DEC 16, PS 44 of Saburtalo DEC 3, PS 15 of Aspindza DEC 39 and PS 14 of Sagarejo DEC 11, a group of unidentified people gathered near the area and stayed there for a long time;
  • At the polling station #43 of the electoral district #58 (Zugdidi), polling station #15 of the electoral district #39 (Aspindza), and polling station #5 of the electoral district (#67) there are cars parked outside the 100 meter range. Persons inside the cars are monitoring the voters;
  • At the polling station #33 of the electoral district #67 (Zugdidi), some persons gathered near the polling station were communicating with voters after they had cast their votes;
  • At the polling station #21 of the electoral district #66 (Khobi), Georgian Dream MP Dachi Beraia was present at the polling station, along with 7-10 persons.
  • Near the polling station 33 of election district #67 (Zugdidi), unidentified persons were in a car for a long time and were on the phones..
  • At the polling station #4 of the electoral district #62 (Chokhatauri), around 300 meters from the polling station, there is a car parked, where party coordinators are marking the voters who had cast their votes.
  • At polling station #59 of electoral district #59 (Kutaisi), 100 meters away, there was a mobilization of people who registered the voters who were coming to vote.

 

Control of voters will outside the 100 meter range 

  • At the polling station #43 of the electoral district #58 (Zugdidi), polling station #15 of the electoral district #39 (Aspindza), and polling station #5 of the electoral district (#67) there are cars parked outside the 100 meter range. Persons inside the cars are monitoring the voters.

 

Restriction of the right of observers 

  • At the polling station #73 of the electoral district #3 (Saburtalo), police was present from 08:00. Police representatives were asking ISFED observers to leave the territory and move beyond the 100 meter range. The problem was resolved following ISFED’s communication with the representatives of the Interior Ministry.

Attempts by unauthorized persons to enter the polling station (1)

  • At the polling station #11 of the electoral district #84 (Khulo), an unauthorized person was trying to enter the polling station, but the person was not allowed in. The person stayed near the polling station and was trying to communicate with voters.

Other trends

  • At polling station #75 of electoral district #2 (Vake), there was a person who talked to voters and followed them to the voting room;
  • At polling station#37 of the electoral district #3 (Saburtalo) the voter was restricted from entering the polling station for voting for 12-20 minutes;
  • Near the the polling station #25 of the electoral district #8 (Didubi) there was a suspicious person, who was often talking on the phone.
