Evaluation of the 2022 by-elections of the Parliament of Georgia and the City Council of Batumi Municipality

By-elections were held on April 2 in Rustavi-Gardabani and Batumi majoritarian constituencies. The International Society for Fair Elections and Democracy observed the entire election process in both constituencies. Until recently, the pre-election campaign was noticeably inert, especially in the Rustavi-Gardabani constituency, where the ruling party did not have a strong opponent. Despite the competitive elections in the Batumi constituency, the pre-election environment was tainted by the use of administrative resources, the blurring of the line between the ruling party and the state. The procedural violations on Election Day were mainly related to the ongoing elections in Batumi. Voter mobilization and registration were still observed on the outer perimeter of the polling stations.
